In BOS’s proprietary Hub and Spoke model, the agencies, (spokes) do not communicate directly to each other but rather, through BOS (the hub) which then decides how to handle the information when additional agencies need to be notified. The advantage is that agencies aren’t relying on each other for information and don’t need to know how to communicate with each other –they only need to know how to communicate with BOS.
